The conditions of the competition selecting design for the development of Ostrava city centre specified several criteria for the proposed development project. The main objective of the design for the new section of the city was to fill in the missing parts of the city centre. According to the assessment of the competition selection committee, the design prepared in cooperation of the three architectural practices (T+T Design of Rotterdam, RHW – Architects of Stuttgart and Helika, a. s. of Prague) was the best to meet the requirements. The design for Nová Karolina introduces various types of architectural structures, including a high-rise dominant building, but mainly develops the concept of a traditional city block. The result is the construction of new buildings and structures that will not be competing with but naturally complementing the existing historic urban fabric of the Ostrava city centre. The urban development project is planned to be completed in four stages of construction works. In the first stage it is proposed to complete the main part of the new city area, specifically the multi-purpose commercial centre, the block of residential buildings, the complex of office buildings, and also reconstructing two historic buildings which will become a cultural and entertainment centre. For Helika’s architects the work on the Nová Karolina project – from developing the initial concepts to preparing project documentation for planning or building permit submission – was a great experience and an opportunity to learn about the professional standards and practices of the leading European architectural offices.
